SURVEY: ALFs Input Needed on COVID-19 Vaccination Clinic
HHSC is asking assisted living facilities to complete a short survey about your interest in having another COVID-19 vaccination clinic. HHSC will use this feedback to identify evolving needs and inform future initiatives.
FAQ: Is it permissible to allow prospective residents and their family members into the facility to take a tour?
Answer: HHSC recommends that facility tours are conducted virtually. However, a facility could provide a combination of virtual and in-person tours if appropriate transmission-based precautions are taken for each tour and the facility has approved general visitation. Such precautions include use of personal protective equipment (PPE) for the touring persons. This would indicate a surgical or N95 mask versus a cloth mask to be worn by the staff conducting the tour and the visitors to the facility. The tour must be scheduled, and the facility must maintain visitor information for contact tracing if it becomes necessary. In-person tours should be limited to no more than three individuals at a time and the facility staff must accompany visitors at all times.
Visitors for a tour must be screened prior to entering the facility and should be apprised of facility infection control precautions. The facility should ensure the prospective resident and family member(s) remain physically distanced from residents. HHSC recommends that communal areas be part of the virtual tour. However, if communal areas will be visited in-person, the area should be clear of existing residents and must be disinfected before and after allowing an in-person tour. Larger facilities should use a separate area for the tours to limit the opportunity to cross over into communal areas. For example, a hallway that has a room on the end could be used to show a prospective resident an available room. Tours must be scheduled at times that do not cause an inconvenience to existing residents. Additionally, due to restrictions on occupancy in certain areas, the in-person tour must not include the salon.

FAQ: Is it permissible to allow prospective residents and their family members into the facility to take a tour?
Answer: A NF that meets the requirements in rule for permitting indoor visitation may allow in-person tours. The following would apply to in-person tours:
• has no outbreak or only very limited outbreak
• has effective cohorting
• screens all visitors
• limits in-person tours to COVID negative areas of the building
• ensures all visitors wear a facemask or face covering at all times when in the facility and on facility grounds
• ensures all visitors perform proper hand hygiene before and after the tour
• ensures all visitors maintain physical distancing between themselves and all staff, residents, and other visitors
• limits visitors for in-person tours to not more than three persons - the prospective resident and no more than two people they have chosen to accompany them

CDC Travel Guidance Revised
CDC has revised guidance on travel to state that fully-vaccinated individuals can now travel safely within the US and CDC does not recommend quarantine or testing upon return. CDC notes that individuals who have recovered from COVID-19 in the past 90 days are also not recommended to quarantine following travel. So what does this mean for long-term care staff and residents?
• Staff: Staff are permitted to follow the CDC guidance for travel, meaning they are not required to quarantine and would not be restricted from work upon return from travel.
• Residents: CDC travel guidance does not indicate long-term care residents must quarantine after travel, and infection prevention and control recommendations state that fully-vaccinated residents who are out of the long-term care setting longer than 24 hours are not recommended to quarantine upon return. So on both accounts, residents would not need to quarantine upon return
There are a few exceptions, of course. First, staff and residents must continue to follow state guidance. If your state requires quarantine or testing after travel, you must quarantine or test after travel. Secondly, if anyone develops symptoms consistent with COVID-19, they should quarantine and be evaluated, regardless of vaccination status. And lastly, note that this guidance applies only to fully vaccinated individuals. Individuals who are not “fully vaccinated” (at least 2 weeks have past since the final dose in either a 2-dose or 1-dose vaccine series) must continue to quarantine after travel. And EVERYONE should continue to follow CDC recommendations to wear a mask, avoid crowds, maintain social distancing, and practice hand hygiene.

New LeadingAge Resources for Visitation
As CMS updated visitation guidance for nursing homes, LeadingAge collaborated with Pathway Health on a Visitation during Covid-19 Toolkit for members. The 10 segment toolkit helps an organization navigate visitation guidance through a leader’s guide, implementation checklists, competency tools for managers and all staff, and a pre and post test for all staff. The toolkit can be modified or edited to your organization’s needs. The elements of the toolkit also may be used by various providers and service line in the continuum of care.
