Provider Relief Fund Updates:

Distribution of Provider Relief Funds: We continue to learn information about the PRF payments that providers received beginning last week. It appears both Phase 3 as well as Nursing Home Infection Control incentive payments for November began arriving in providers’ bank accounts as early as Monday, January 25th. Since the terms and conditions are different for these two types of distributions, it is important providers know what the funds they received were for. Providers may look in the payment description and if somewhere within the line of text it says “NH PMT HHS.GOV” then it is a nursing home incentive payment. If it says something like “HHS Stimulus” it is likely to be a Phase 3 payment. 

 

Updated Provider Relief Fund FAQs: The new PRF FAQs were released and provide more detail about some of the new reporting provisions now that Targeted Distributions can be redistributed by a parent organization to its other subsidiaries. One notable change is the FAQs confirm that HHS has revised its approach on the Nursing Home Infection Control Incentive payments and will now only be issuing 4 monthly payments covering nursing home performance for September, October, November and December of 2020. The once promised aggregate payment will not happen impacting nursing homes that had data issues early on that prevented them from receiving earlier payments,

HUD Announcements:

HUD COVID-19 Supplemental Issued This Week – HUD will begin issuing round 2 of COVID-19 Supplemental Payments for housing providers starting this week. While some payments may be delayed, the majority will be paid as early as Monday, February 1. We also recommend that housing providers continue to document extra expenses resulting from COVID-19 in case there is a third round of CSP payments.
 
Presentation on new HUD Section 202 NOFA – 
On Tuesday, February 2, 1 – 2 pm CT, Tom Davis, Director, HUD Office of Recapitalization, will join LeadingAge for a presentation on the new HUD Section 202 Notice of Funding Availability (NOFA); there will be time for questions from participants as well. HUD announced the competition, or NOFA, for $150 million in new Section 202 funding on January 12. Applications are due May 26. HUD expects to make about 45 awards. Housing Advisory Group  LeadingAge is continuing these regular Housing Advisory Group calls on Mondays at 11:30 am CT for affordable housing providers to hear the latest housing updates and discuss challenges and solutions with one another. PREP Act Declaration to Increase the Workforce of Authorized Vaccinators

HHS issued a fifth amendment to the Declaration under the Public Readiness and Emergency Preparedness Act (PREP Act) to add additional categories of qualified persons authorized to prescribe, dispense, and administer COVID-19 vaccines authorized by the U.S. Food and Drug Administration. Note that this is not specific to the Pharmacy Partnership for LTC.  Among other things, the amendment:

• Authorizes any healthcare provider who is licensed or certified in a state to prescribe, dispense, and/or administer COVID-19 vaccines in any other state or U.S. territory.

• Authorizes any physician, registered nurse, or practical nurse whose license or certification expired within the past five years to prescribe, dispense and/or administer COVID-19 vaccines in any state or U.S. territory so long as the license or certification was active and in good standing prior to the date it went inactive.

• Requires any healthcare professional described above to complete CDC COVID-19 Vaccine Training and, for healthcare providers who are not currently practicing or whose license or certification is expired, requires an on-site observation period by a currently practicing healthcare professional.

The White House COVID-19 Team is publishing a daily Community Profile Report (CPR) which is generated by the Data Strategy and Execution Workgroup in the Joint Coordination Cell.
