    • Molina Healthcare of Texas: Modified SNF PA for Harris Impacted Members
      • In response to assuring access to care as well as continuity of care for Molina MMP and Medicare advantage members, Molina is modifying the Prior Authorization process for SNF in the Harris & Jefferson impacted areas. The modified process is only effective through September 5.
        Modified Process for SNF Prior Authorization:
        • NFs may admit or skill in place, members with a skilled nursing facility (SNF) benefit without a prior authorization at the time of initiation of services.
        • After admission or initiation of skilling in place, the SNF must submit a PA request within 7 days of the start of SNF services.
        • Molina will retro authorize the skilled services back to the date of admission or initiation of skilled services, but not more than 7 days. All skilled services delivered will still need to meet medical necessity guidelines.
        • If a member requires skilled services beyond 7 days, the standard process for requesting a continued stay are to be followed.

      • The devastation wrought by Hurricane Harvey has affected many Texas communities, including many members of LeadingAge. Many of your members will be looking to their insurance companies/risk pools for help. While our thoughts are with the members of this community in their efforts to repair and rebuild, we also know that insurance policies are often difficult to understand and full of technical language that can be used to potentially limit recovery for damaged property. As part of our ongoing efforts to support this community, Gravely & Pearson, L.L.P. is offering, at NO COST, advice and counsel regarding insurance claims or coverage questions for any members of the LeadingAge in need as a result of this unfortunate event.
    • Legal/Grant Information from Baker Donelson:
      • Your community/organization may be eligible for significant federal grants in the wake of Hurricane Harvey to cover certain emergency expenses and the cost of "repairing, restoring, reconstructing, or replacing" damaged facilities.
        • Key point: Your eligibility to receive this assistance (and to retain for years later after audit) are jeopardized if you do not comply with federal regulations, including those applicable to procurements funded by federal grants which are now enforced strictly.
        • FYI: Baker Donelson's Disaster Recovery and Government Services Group includes lawyers, certified Project Management Professionals (PMPs), & Lean consultants who have decades of experience working with state and local agencies, non-profits, disaster response contractors, infrastructure leaders, and industry associations to respond and recover from large natural disasters.
    • Federal low-interest disaster loans from SBA:
      • Everyone with questions can go to one of the Disaster Recovery Centers and talk to both SBA and FEMA from 9a-7p Monday-Saturday and noon-5p Sundays. There are nearly 50 locations throughout Texas where survivors can meet with representatives face to face.
      • View SBA's 3-step-process. The basic details of SBA's program are:
        • The SBA helps businesses of all sizes, private nonprofits, homeowners and renters by providing low-interest direct federal recovery loans for uninsured or under-insured damages.
        • Loans for homeowners can be up to $200,000 to repair their primary residence.
        • Homeowners and renters can receive up to $40,000 for personal property losses, including disaster damaged vehicles.
        • Small businesses and nonprofit organizations can qualify for up to $2,000,000 for repairs to business real estate, lost inventory, etc.
        • For small businesses and most private nonprofit organizations, SBA can also offer low-interest Economic Injury Disaster Loans to cover working capital during the recovery period.
        • Rates are as low as 1.75 percent for homeowners or renters, 3.305 percent for businesses and 2.5 percent for private nonprofits with terms up to 30 years.
      • SBA recommends all residents and businesses impacted to register with FEMA which is generally the fastest way, or by calling (800) 621-FEMA (3362). The next step is to apply for SBA's programs at www.SBA.gov/Disaster. For more information view this helpful document.
