ACTION ALERT: Tell Your Senators to Stop Writing Health Care Reform in Secret

The Senate is expected to start debating health care reform legislation to repeal and replace the Affordable Care Act as soon as June 26th, and may vote on final passage by the July 4 Congressional recess.

The health care bill will likely be based on the American Health Care Act passed by the House - which would cut Medicaid funding by more than $800 billion. As a result, 14 million people may lose Medicaid coverage. Medicaid financing would likely be converted to a “per capita cap” that would deal a severe blow to the social safety net.

Despite the importance of health care reform to older adults and to our Nation (health care spending makes up 18% of our economy), Senate leaders are writing the bill behind closed doors, with no hearings and without being considered by any committee. The bill may be available to the public for only one or two days before being voted on by the Senate.

      Hospice Provider Preview Reports for the Hospice Item Set (HIS) are now available. Hospice providers are encouraged to preview their quality measure results based on Quarter 4- 2015 to Quarter 3-2016 data, prior to the inaugural release of Hospice Compare in summer 2017.

    • The Case Worker Community Care for Aged and Disabled Handbook has been revised
      Section 4325 is revised to remind case workers to terminate Emergency Response Services on the last day of the month with the losing provider and start on the first day of the following month with the gaining provider.
    • The Mutually Exclusive Services shared appendix has been revised with minor wording changes

IMPACT Act Data Elements Public Comments • Due June 26

CMS has contracted with the RAND Corporation to develop standardized patient/resident assessment data elements in alignment with the Improving Medicare Post-Acute Care Transformation Act of 2014 (IMPACT Act).

CMS seeks comments from stakeholders on data elements that meet the IMPACT Act domains of cognitive function and mental status; medical conditions and co-morbidities; impairments; medication reconciliation; and care preferences. The Call for Public Comment period opens on April 26, 2017 and closes on June 26, 2017.

There’s still time to submit measures for the Advancing Care Information performance category of the Merit-based Incentive Payment System (MIPS). The CMS Annual Call for Measures and Activities ends June 30, 2017.

The next Home Health, Hospice and DME Open Door Forum has been reschedule from June 21 to July 5 at 2:00 pm - 3:00 pm ET.

Paper Forms for Nursing Facility PASRR Specialized Services No Longer Accepted Effective June 23

Effective June 23, 2017, paper forms for Nursing Facility (NF) Preadmission Screening and Resident Review (PASRR) specialized services authorization requests will no longer be accepted. These forms include Form 1017 (Specialized Services/Durable Medical Equipment Authorization Request), Form 1018 (Specialized Services Customized Manual Wheelchair Authorization Request), and Form 2465 (Specialized Services Request for Physical, Occupational, or Speech Therapy).

As the implementation date for this change approaches, NFs must ensure their access to the LTC Online Portal is current and all necessary users have active User IDs and passwords.

Functionality will be provided to support Third Party Vendor (TPV) submission of this new form using Electronic Data Interchange (EDI); however, if your TPV does not provide NFSS request form functionality, it is imperative that your staff be prepared to submit and access the NFSS request forms directly on the LTC Online Portal.

Register Now for Merit-based Incentive Payment System (MIPS) Group Web Interface and CAHPS Reporting

Groups Must Register to Utilize the CMS Web Interface and/or CAHPS for MIPS Survey by June 30, 2017

Groups participating in the Merit-based Incentive Payment System (MIPS) track of the Quality Payment Program are not required to register, except for groups that intend to utilize the CMS Web Interface and/or administer the Consumer Assessment of Healthcare Providers and Systems (CAHPS) for MIPS survey. To register, please visit the Quality Payment Program website. The registration period is from April 1, 2017 through June 30, 2017.
